The 2018 Bankrate Best States for Driver Study says whether Oregonians travel north to Washington or south to California you will be in one of the five worst states for drivers. California ranks number 1 and Washington ranks number 5. North Dakota is ranked the best state for drivers followed by Iowa and Ohio. Oregon is in the middle at 27.
