Planning Commission Interviews Kick Off Council Meeting

The Salem Planning Commission acts as an advisory commission to the City Council with a broad scope, promoting the growth and orderly development of the City of Salem. Terms of three commissioners expire December 31, 2028.

City Council will interview the applicants starting at 5 p.m., then recess to allow the Housing Authority and Urban Renewal Agency to meet, before reconvening to decide on the commission applicants and other City business.

Housing Authority Wins Capacity-Building Grant

Salem Housing Authority (SHA) is being asked to approve acceptance of a community capacity-building grant from PacificSource Community Solutions.

The $395,185 grant will support development of a health-related social needs approach focusing on prevention of eviction and homelessness for tenants of SHA-owned and managed properties and participants in Housing Authority tenant-based rental assistance programs.

The capacity-building phase will allow Salem Housing to develop the roll-out of a Housing-Related Social Needs program. Funds will be used to train staff who will be responsible for delivery of the program supports, including trauma-informed care certification, community health worker training and certification, and HIPAA compliance training, among others.

Bond Funding Sought for Software Implementation

The Safety and Livability Bond, approved by voters in 2022, includes $17.6 million for replacement of outdated financial and accounting systems, among other things. A portion of that bond funding is being sought to hire four full-time staff positions to support implementation of Enterprise Resource Planning software.

Software systems of this kind manage, track and report on the day-today business activities of an organization. Functions often include accounting, purchasing, budget, staff and project management, asset and inventory management and payroll. To successfully complete a software implementation of this scope and size, a dedicated project team is needed.

Quarterly Financial Report

City Council will hear the first quarterly comparison of budget to actual spending, looking at Quarter 4 or fiscal Year 2024. During the fiscal year 2025 budgeting process, Council requested a quarterly look at this information within 45 days of quarter closing.
