Partnership Preserves Orchard Park Apartments for Affordable Housing in Salem

Salem, Ore. —The Salem Housing Authority has joined forces with Aberdeen Capital to preserve Orchard Park Apartments, the largest affordable housing property outside the greater Portland area. Located at 4100 Kacey Circle NE, this 224-unit complex is set to become Salem’s latest beacon of hope for low-income households earning at or below 80% Area Median Income.

In 2021, a fire at Orchard Park affected 21 units. Construction work is set to commence on these units with a target completion date of fall 2023.

“This is why I ran for mayor. It’s days like today that make it all worth it. Today we got to help 224 families stay in their homes. I couldn’t be happier,” said Mayor Hoy.

“We are thrilled that this project will restore all 224 units to affordable housing. This will provide much-needed stability to current residents who may have been concerned about potential rent increases,” said Jessica Blakely, Assistant Housing Administrator at Salem Housing Authority.

Orchard Park Apartments reached the end of its 30-year affordability term on Dec. 31, 2021. Recognizing the property’s value to the community, the Salem Housing Authority prioritized its preservation, establishing a Special Limited Partnership Agreement with Orchard Park Preservation Partners. This strategic alliance will ensure the acquisition and operation of the 224-unit complex to continue serving low-income households.
