The City of Woodburn and Woodburn Police Department are proud to announce the appointment of Jason Millican as Acting Chief of Police. Millican will replace current Police Chief Marty Pilcher, who has been selected as Richland, Washington’s new Police Chief.

“Chief Pilcher has served Woodburn with integrity and distinction,” said City Administrator Scott Derickson. “Although losing such an accomplished professional like Marty is difficult, we are proud of his advancement in Richland. Chief Pilcher has maintained the leadership and accountability our community has come to appreciate from our police department.”

Chief Pilcher’s departure date is set for November 1st.

Newly appointed Chief Jason Millican, a Woodburn native, has lived and worked in the community his entire life. His deep ties to the city began in childhood, growing up here and graduating from Woodburn High School before joining the police department in April 1998.

Over his 26-year career, he has served in numerous capacities, bringing dedication and skill to every role. Beginning his career on patrol, he quickly advanced to become a K9 Officer and then joined the Criminal Investigations Unit in 2006, the same year he was promoted to Sergeant. He also served on the department’s Tactical Services Unit and collaborated with the South Metro Gang Task Force from 2011 to 2012. In 2015, he returned to the Criminal Investigations Unit, and in 2016, his dedication to service and leadership was recognized with a promotion to Lieutenant.

With his appointment as Acting Chief, Jason brings a wealth of experience, having earned a bachelor’s degree in criminal justice from Western Oregon University and completed the 274th session of the FBI National Academy. His commitment to professional development includes graduating from the Senior Management Institute for Police and the International Public Safety Leadership & Ethics Training Program. He is also an active member of the Oregon Association of Chiefs of Police and the International Association of Chiefs of Police.

In his new role, he will continue his long-standing commitment to the community he calls home, bringing both a professional dedication and a personal investment to the safety and well-being of Woodburn. Please join us in congratulating Acting Chief Jason Millican on his new role and supporting his vision for a safer, stronger Woodburn.
