Salem City Council Will Hear About Possible Levy for Library, Parks, Center 50+ Monday Evening

At its Monday, November 25 meeting, Salem City Council will hear a report regarding bringing a five-year operating levy to the May 2025 ballot to fund library, parks and Center 50+ services. Salem Housing Authority and Salem Urban Renewal Agency boards will also meet Monday.

The Salem Budget Committee approved a motion directing city staff to prepare the report on a scenario for the May 2025 election. If Council approves, the next step would be a work session in January 2025 to discuss the levy rate and specific services to be funded. Then, in February 2025, Council may consider a resolution referring the operating levy to the ballot.

Council will also:

  • Hear a report about the first full year of commercial air service in Salem and future air service strategies
  • Consider a permit-by-permit approach for construction that occurs in the floodplain, requiring habitat assessments and “no net loss” of flood storage, water quality or vegetation
  • Hear a presentation about a proposed solid waste transfer station in Polk County from Apple Tree Holdings, LLC
