The City has developed the Draft Salem Housing Production Strategy to encourage housing development and equitable housing outcomes in Salem.
The Salem City Council will hold a public hearing on the draft strategy on Tuesday, May 27, at 6 p.m. at City Hall, Council Chambers (Room 240), 555 Liberty Street SE as part of the regular City Council meeting. The Planning Commission voted on May 6 to recommend that the City Council not adopt the strategy.
The City Council and Planning Commission held a joint work session on the Housing Production Strategy on March 17. You can view the presentation and watch a recording of the meeting. You can also read the staff report, including a description of each proposed housing action.

In other business, the Council is expected to:
- Consider a proposed fee scheduled for Fiscal Year 2026
- Hear a presentation from the Oregon Department of Transportation on the state’s Center Street Bridge project
- Receive an update on the Civic Center seismic retrofit project, funded by the 2022 voter-approved Safety and Livability Bond
Note: Starting June 9 until further notice, Salem Housing Authority, Urban Renewal Agency and regular City Council meetings will be held in Loucks Auditorium at Salem Public Library, 585 Liberty Street SE.
