Salem Housing Authority Plans to Turn Outdated Public Housing into Ownership Opportunities

Posted on July 20, 2025

As part of its new Public Housing Authority Plan, the Salem Housing Authority plans to sell, rebuild or repurpose 79 old and small public housing properties that no longer meet public housing criteria. The goal is to create more housing for middle- and low-income families. The plan aims to turn all 79 homes into affordable options for people to buy and own. Depending on zoning density, some of the home sites could be used to develop affordable housing units.

The plan was approved July 14.

The Housing Authority has set priorities for who can buy these homes. The priorities are:

  1. People who already live in the home.
  2. Families who rent in a Community Business and Education Leaders neighborhood, if a home is available in that area.
  3. People who already rent in the neighborhood where a home is for sale.
  4. Habitat for Humanity for demolishing, rebuilding into middle housing or remodeling.
  5. Veterans.
