ORREO, LLC has been selected to redevelop Block 45 downtown. Salem Urban Renewal Agency approved a memorandum of understanding with the company at its July 28 meeting.
The agency bought Block 45 in 2023 using tax increment funds from the South Waterfront and Riverfront Downtown urban renewal areas. The project aims to strengthen the central core as a hub for regional retail and office development while promoting new housing.
The decision followed a public process where two evaluation committees reviewed applications
