SALEM, Ore. — Oregon Housing and Community Services has announced more than $291 million in funding for new affordable housing across the state, with major investments coming to Salem and Dallas.
In Dallas, the Quarterdeck Apartments will bring 34 new homes, developed by Polk Community Development Corporation.
In Salem, four major projects are moving forward:

Compass Points, 120 units sponsored by Catholic Community Services

Cottages United, 15 homes from United Way of the Mid-Willamette Valley

Gussie Belle II, 60 units backed by Green Light Development and local partners

Joseph Street Apartments, the largest Salem project, with 183 units led by Neighborly Communities and Community Resource Trust
Together, these developments represent nearly 400 new affordable homes in the Mid-Willamette Valley. They will serve families, older adults, veterans, and people exiting homelessness.
Governor Tina Kotek called the effort “urgent action to deliver safe, affordable housing.” OHCS leaders added that the new centralized application process allowed the state to commit most of its 2025 housing funds just months after lawmakers approved them.
