Salem City Council to Discuss Fairness of Operations Fee Rates

Salem City Council will look at ways to increase fairness in the rate structure of the Operations Fee at its final meeting of 2025 on Monday, December 8. The Operations Fee helps provide adequate general fund revenue and appears on Salem’s month utility bills.

Thanks in part to the City’s new utility billing software, the Council can now consider additional modifications to the Operations Fee rate structure.

Salem Housing Authority and Salem Urban Renewal Agency will also meet starting at 6 p.m. at Loucks Auditorium.

Legislative Policies Update Due

In anticipation of the Oregon Legislature’s 2026 short session, Salem City Council will review proposed updates to legislative priorities and policy statements to guide the City’s advocacy work. Changes include work specific to Salem’s December 1 emergency declaration on immigration enforcement.

Positions and policies must be approved by the Council before City officials can work to influence legislation. The Council’s Legislative Committee develops these policies on behalf of the Council.
