Salem City Council will consider a state grant for improvements to Fairview Park and a change in the Council’s Capital Improvement Program policy when it meets Monday, January 12, at 6 p.m.

State Grant for Fairview Park. The Council approved the Fairview Park Development and Management Plan on March 10, 2025, and is focused on Phase 1 of the plan, building park improvements including:
- a dog park
- central play area
- pedestrian paths
- off-street parking
- landscape enhancements
- utilities
- tree preservation
In the 2025 Oregon Legislative Session, Salem was named to receive $824,780 for interpretive improvements at Fairview. Use of these funds will support construction of an interpretive space in the park and related site improvements.
Capital Improvement Program Policy. The proposed Capital Improvement Program policy would require staff to analyze and report on the City’s capacity to fund future maintenance of proposed projects. The City faces a continued structural deficit in both the General Fund and the Transportation Fund. Because revenues don’t grow at the same pace as expenses, new capital projects have the potential to increase or narrow the gap between revenue and expenses.
