October 13, 2026 · Official announcement
Gov. Tina Kotek issued Executive Order 26-27 directing state agencies to take additional steps to preserve access to affordable health care.
According to the governor’s announcement, the order calls for work on:
-
Stabilizing individual and small-group health insurance markets.
-
Strengthening primary care and preventive services.
-
Improving the timeliness of payments to health care providers.
-
Reducing administrative burdens on primary care clinics.
-
Reviewing state purchasing of expensive prescription drugs.
-
Tracking coverage losses among eligible Oregonians affected by federal policy changes.
The governor’s office says approximately 97% of Oregonians currently have health insurance and identifies upcoming federal policy changes as a risk to continued coverage.
Important distinction: The executive order directs agency action. Its announcement does not mean every proposed cost reduction or coverage protection has already been implemented.
