NEWPORT, Ore. — A 39-year-old man has been sentenced to 100 months in prison for sexually assaulting an incapacitated 16-year-old at his residence in Depoe Bay.
The Lincoln County District Attorney’s Office announced that Christopher Lowes was sentenced October 28, 2026, by Lincoln County Circuit Court Presiding Judge Sheryl Bachart.
Lowes was convicted following a three-day jury trial on charges of first-degree rape, first-degree sexual abuse, second-degree sexual abuse and furnishing alcohol to a minor.
Evidence presented during the trial showed that Lowes lured the teenager to his residence, where he provided her with large quantities of alcohol and MDMA, a controlled substance.
Prosecutors said the victim became incapacitated before Lowes sexually assaulted her. The jury specifically determined that the teenager was mentally incapacitated at the time of the assault.
Previous Criminal History
According to the District Attorney’s Office, Lowes has a prior criminal history that includes menacing and recklessly endangering another person in 2018, two DUII convictions in 2006, driving while suspended or revoked in 2009, and DUII and reckless driving in 2024.
At the time of the sexual assault, Lowes was on bench probation in Lincoln County. His probation conditions prohibited alcohol and controlled substance use.
First-degree rape is a Measure 11 offense in Oregon, carrying a mandatory minimum sentence of 100 months in prison.
Judge Bachart sentenced Lowes to 100 months with the Oregon Department of Corrections, with no eligibility for a sentence reduction, minus any applicable time already served.
He will also be required to serve 20 years of post-prison supervision and register as a sex offender for life following his release from prison.
Lincoln County District Attorney Jenna Wallace prosecuted the case. The investigation was conducted by the Lincoln County Sheriff’s Office and the Lincoln County Major Crimes Team.
