She also sounds the alarm on Ballot Measure 111 that would add a section to the Oregon Constitution establishing a right to “cost-effective, clinically appropriate and affordable health care” for every Oregon resident. If approved by the voters, the Legislature will need to balance it with other existing obligations such as funding public schools and other essential public services.
