Plan Amendments Available for Public Comment May 18-22
Salem, Ore. – The City of Salem annually receives HOME Investment Partnership and Community Development Block Grant (CDBG) funds from the Department of Housing and Urban Development (HUD). Due to the economic effects of COVID-19, amendments to several plans are being proposed to assist low-income households and businesses in our community.
Beginning, Mon., May 18, Salem residents are invited to comment on the amendments to these plans. All comments must be received by 5 p.m. on Fri., May 22, 2020. The proposed amendments are scheduled to go to Salem City Council on Tues., May 26, 2020.
How can you participate? You can review the draft documents online which include draft amendments to the 2015-2019 Consolidated Plan, the Federal Programs Citizen Participation Plan for Coronavirus Aid, Relief and Economic Security Act (CARE) Funds, the 2018 Annual Action Plan, and the 2019 Annual Action Plan.
After an online review, written comments can be submitted by email to ecorder@cityofsalem.net“>cityrecorder@cityofsalem.net or by mail to 550 SE Liberty St. SE, Room 205, Salem, Ore. You may also participate in a virtual, staff-led public comment opportunity via ZOOM on Wed., May 20, 2020 at 6 p.m. (PST). All comments regarding the proposed amendments must be received by 5 p.m. on Fri., May 22, 2020.
Real-time remote viewing of the May 26 Council meeting is available via the Salem Facebook page, Comcast Cable CCTV Channel 21, or the CCTV Salem YouTube channel. Written comments will be accepted during the public hearing on the City’s Facebook platform https://www.facebook.com/CityOfSalemOR/.
The Consolidated Plan is a five-year community plan that is submitted to HUD. The plan describes community needs, resources, priorities, and proposed activities to be undertaken in compliance with HOME and CDBG regulations. These funding sources are to assist lower-income people, households, and neighborhoods throughout the City of Salem.
The Federal Programs Citizen Participation Plan (CPP) is required by HUD to detail the community’s procedures for involving the public in its program planning and implementation. The CPP must specify what program changes constitute a substantial amendment to the Consolidated Plan, and what procedure will be followed to amend the plan and related components.
The Annual Action Plan identifies strategies, program priorities and targets for the annual allocations of CDBG and HOME funds that the City receives.
