10 People Arrested in the Salem Keizer Area for Unlawful Marijuana Manufacturing

On February 1, 2022 at approximately 9:00 AM, the Keizer Police Department, assisted by members from the Salem Police Department, the Marion County Sheriff’s Office, the Drug Enforcement Agency (DEA), the Oregon State Police Northwest Region Marijuana Team, the Linn County Interagency Drug Team and, the Alcohol, Tobacco and Firearms (ATF), simultaneously executed search warrants on six locations in the Salem/Keizer area for illegal marijuana manufacturing within a residential area.

The Keizer Police Department’s Community Response Unit (CRU) is responsible for investigating livability issues within the community.  In October of 2021, CRU was alerted to potential illegal activity at a residence located on Northshire Ct. NE, Keizer.  An investigation established probable cause that substantial amounts of marijuana were being unlawfully manufactured at the residence and five other, associated addresses in the Salem/Keizer area.

Search warrants were applied for, granted, and executed.

In addition to 273 one-pound packages of marijuana and another 4,085 plants, police temporarily seized $280,802 in cash and other assets tied directly to the cultivation and distribution of the marijuana.

The street value of the 273 pounds in Oregon is estimated to be worth approximately $278,000.  On the eastern side of the United States the value would be estimated at approximately $990,500.

The 4,085 seized plants, once matured, could have conservatively yielded a minimum of two pounds of marijuana which would have been valued at over $8 million in Oregon and over $28 million in the eastern states. Several of the arrested and other persons associated to the Oregon residences also own homes in the state of Georgia.

Keizer police officers acknowledge that recreational and medicinal marijuana use and cultivation is legal in Oregon. It is not unlawful in Oregon to grow a limited amount of marijuana for personal use or for the personal use of another person, and commercial marijuana grows are regulated by the Oregon Liquor and Cannabis Commission (OLCC). Under the most permissive guidelines not regulated by OLCC or the Oregon Medical Marijuana program (OMMP), the growers could have lawfully grown or possessed approximately 168 pounds of processed marijuana and plant material.  A total of 2,100 pounds of processed marijuana and plant material were seized and destroyed.

It is noteworthy, however, that these marijuana grows were neighborhood problems. Entire living spaces were dedicated to cultivating marijuana.  Four of the six homes were declared uninhabitable due to dangerous wiring modifications, chemical contamination, and substantial mold growth. Children were living in two of the residences.

Search warrants were executed at the following locations and charges were brought against the persons noted. All were cited to appear on March 3, 2022 at the Marion County Court Annex at 9:00 AM.
