Missing Child Alert — Noelle Applegate is Missing and Believed to be at Risk

(Salem) – Noelle Applegate, age 4, went missing with her mother Shawnna McAvoy from Portland on July 15. The Oregon Department of Human Services (ODHS), Child Welfare Division believes that Noelle may be at risk and is searching for her to assess her safety.

ODHS asks the public to help in the effort to find Noelle. Anyone who suspects they have information about the location of Noelle or Shawnna McAvoy should call 911 or the Oregon Child Abuse Hotline at 1-855-503-SAFE (7233).

They are suspected to be in the Portland Metro Area, and often spend time around the unhoused encampment near the New Seasons in the Hawthorne Neighborhood of Portland. They may be in the company of an adult man named Paul Simon.

A small number of children in foster care may be in significant danger when they run away or have gone missing. As ODHS works to do everything it can to find these missing children and ensure their safety, media alerts will be issued in some circumstances when it is determined necessary. Sometimes, in these situations, a child may go missing repeatedly, resulting in more than one media alert for the same child.
