Federal Grants to Address Houselessness

Local organizations addressing homelessness, affordable housing and economic development will receive more than $1.7 million in federal grants under a plan adopted April 22 by the Salem City Council.

Under Title 1 of the Housing and Community Development Act of 1974, Salem qualifies for annual grants to develop viable urban communities. The City grants these funds to organizations and services that address goals in the City’s Strategic Plan, five-year Consolidated Plan and the Mid-Willamette Homeless Initiative. All requests must also meet HUD guidelines.

Salem residents have told us that addressing homelessness continues to be a high priority. Federal funding like this helps us support that priority.

Awards  include:
Goal 1: End Homelessness:

  • $100,000 – Center for Hope and Safety case management
  • $85,000 – St. Francis Shelter case management
  • $38,160 – Northwest Human Services – HOST youth case management

Goal 2: Expand Affordable Housing

  • $600,000 – Voyagers Village (contingently awarded)
  • $400,000 – WestCare rehabilitation
  • $394,480 – City of Salem land acquisition/infrastructure
  • $50,000 – DevNW Community Housing Development Organization operating costs

Goal 3: Promote Economic Development

  • $34,392 – Garten Services economic development building safety
