Woodburn Police Department Leads Successful Retail Theft Operation

WOODBURN, OR – On December 6, 2024, the Woodburn Police Department (WPD), in collaboration with loss prevention personnel from three local businesses, conducted a large-scale retail theft operation. The operation led to seven arrests and the recovery of a stolen vehicle containing stolen property. Approximately $3,000 of stolen items were recovered and returned to their rightful owners, including several local retail stores.

The Woodburn Police Department extends its gratitude to the Marion County Sheriff’s Office, the Marion County District Attorney’s Office, and the Oregon Department of Justice for their support in making this operation a success.

This operation was made possible through grant funding recently awarded to the Woodburn Police Department to combat Organized Retail Theft Organizations (ORTOs) targeting the community. The department is committed to leveraging these resources to apprehend and deter theft organizations from victimizing local retailers.

  1. Aguilera, Estela Laila (43) – Theft III, Possession of Burglary Tools, and an arrest warrant.
  2. Allen, Jessica (39) – Theft II and an arrest warrant.
  3. Baltera, Jean Lucious (33) – Theft I.
  4. Vance, Chester (47) – Theft I, Giving False Information, Theft I, and two arrest warrants.
  5. Cross, Samantha (34) – Theft I and two arrest warrants.
  6. Mendez, Jesus (55) – Theft I and four arrest warrants.
  7. Duarte Reyes, Brenda (30) – Theft III and three arrest warrants.
